Why ? Well, simply because it takes several days to properly optimize the SEO of a website and that in France, no one can work several days for 199 euros all taxes included.
Regarding the automatic SEO offers (submission to directories), directory networks should be avoided and it should be remembered that it is much preferable to offer various titles and descriptions.
